Energy and environment in the era of fossil fuel

The convergence of the environmental movement and the energy crisis sparked a debate over whether energy and environmental goals can be compatible. Focusing on the federal government's response to the environmental implications of energy use and development from the 19th century to the early 1980s, this report covers four chronological periods which reflect changing attitudes and policies: (1) the pre-1960 pro-exploitation period, (2) the environmental awareness period of the 1960s, (3) the environmental movement and energy crisis convergence of the 1970s, and (4) the Reagan era of viewing the two as issues in conflict. Although the current policy seems to be a retreat back toward pro-exploitation, the author questions whether much progress had been made away from that position.
