An unstable long-wavelength electrostatic mode well described by {omega}{congruent}{omega}{sub {ital s}} (the ion acoustic transit frequency) has been identified in an isothermal ({ital T}{sub {ital i}}{congruent}{ital T}{sub {ital e}}) tokamak. The ion Landau damping is prohibited by the ion magnetic drift provided {omega}{gt}0. For realistic discharge parameters, the mode frequency exceeds the diamagnetic frequency by a factor 2 to 3 at the stability boundary.
