Stability of long wavelength modes in tokamaks with ({ital k}{sub {perpendicular}}{rho}){sup 2}=0.001{approximately}0.01 has been investigated in terms of kinetic analysis. In electrostatic limit, the ion acoustic drift mode persists due to the suppression of ion Landau damping by the ion magnetic drift. The mode is further destabilized by finite {beta}. For modes propagating in the ion diamagnetic drift, an {eta}{sub {ital i}} driven ballooning mode is predicted in the MHD second stability regime. {copyright} {ital 1995 American Institute of Physics.}
