The House Interior and Insular Affairs Committee report on H.R. 2878 recommends passage of the amended bill. The bill changes the status of some of the lands from wilderness study areas to wilderness because of concerns that a large paper mill will degrade air quality. The report describes each of six areas under consideration, summarizes each of the four sections of the bill, and estimates the cost at about $265,000 over a five-year period by adding about 27,687 acres to the wilderness system. The bill, if enacted, repeals the Virginia Wilderness Act of 1984.
