This report, together with dissenting and additional views, was to accompany H.R. 2851, whose purpose is to provide for the orderly exploration and development of the Nation's onshore oil and gas resources. The Committee on Interior and Insular Affairs believes the problems that have plagued the federal onshore oil and gas leasing system can be addressed only through a comprehensive reform of the current program. The legislation seeks to address these problems by requiring that all lands available for leasing be first subjected to competitive leasing. A section-by-section analysis of the act, known as the Federal Onshore Oil and Gas Leasing Reform Act of 1987 is presented. On September 23, 1987 the above committee passed H.R. 2851. In the dissenting views, summarized by Rep. Dick Cheney, 12 congressmen go on record as opposing H.R. 2851 and stating they will move the defeat the bill on the House Floor. Rather than reform, they feel the bill will cripple the system by making it too difficult to obtain a lease.
