The purpose of the study is to evaluate the future needs for cleanup actions, under CERCLA or its successor, at RCRA Subtitle D facilities. RCRA Subtitle D facilities are defined as those solid-waste land-disposal facilities addressed under Subtitle D of RCRA; namely, facilities intended for the disposal of solid, nonhazardous municipal, commercial, and industrial wastes; commonly termed sanitary landfills, municipal landfills, or dumps. It also includes certain types of surface impoundments and industrial landfills. The term excludes those land-disposal facilities regulated under Subtitle C of RCRA that are facilities used for disposal of hazardous wastes as defined under RCRA.
