Manufacturers seek extended dual-fuel carriage

Fearing that their access to natural gas is in jeopardy and could require new contracts or curtail operations, over 200 manufacturers have urged federal regulators to extend the natural gas carriage program for dual-fuel users beyond the June 30 expiration. The extension will fill the interim before a new program requiring pipelines offering carriage to provide it for everyone can take effect. The transition will not be as smooth as anticipated because of a court ruling on nondiscrimination that is in harmony with the federal regulation but which clouds the issue. Dual-fuel users cite the economic costs and hardships of letting the program lapse because case-by-case review is too cumbersome and because Special Marketing Programs (SMPs) and other discount sales programs are an inadequate safety net.
