The Committee on Energy and Commerce recommends passage of S.836 with amendment. The amendment bill would permit the arming of Strategic Petroleum Reserve guards, permit SPR guards to make arrests without a warrant, make trespass on SPR sites a Federal offense, and accord SPR guards adequate personal protection from civil and criminal liability should they make reasonable mistakes in discharging a firearm or detaining persons. The proposed legislation would add a new section to the Department of Energy Organization Act.
