The report from the Committee on Energy and Commerce recommends passage of the House bill H.R.2701 to amend the Natural Gas Policy Act of 1978 to remove certain contract duration and right of first refusal requirements. This bill would change Section 315 of the NGPA which is included in this report. The two repeals would cut obstacles and costs for gas buyers and sellers, permit freer trading between them in an already largely decontrolled market, prevent the shutting in of new gas supplies, and allow faster marketing of spot and short-term contract gas.
