Absorptive capacity of the prerevolutionary Iranian economy

The impact of oil revenues on the Iranian economy during a given time can be broken down into several independent elements: response of government to changes in oil revenues, production-inducing effect of expenditures through linkage, and production of governmental oil-derived expenditures as measured by the economy's ability to use them effectively. Examining Iran's absorptive capacity and the government's role in attempting to alter it throws light on factors leading to the economic crisis that preceded the revolution. The author concludes that while indications of some problems could have been easily overlooked, the post-1973 growth strategy based on the premise of capital and labor abundance had little percendent or empirical evidence for its adoption. 25 references, 3 tables.
