It is shown that a study of the rotational excitation spectrum within the framework of the SU(3) scheme of Elliott with a real nucleon-nucleon potential can be reduced to a diagonalization of the effective Hamiltonian, which is an operator polynomial of generators of a three-dimensional rotation group. The form of this polynomial depends on the indices of the SU(3) symmetry and its coefficients are expressed in terms of the nucleon-nucleon potential parameters. The first terms of this polynomial quadratic in the generators coincide with the Hamiltonian of a rigid nonaxial rotator.
