This report describes the current plans of the US DOE with respect to the creation of a national magnetic fusion engineering center. The concept of an engineering center for fusion was first articulated in the August, 1980, report of the DOE's Energy Research Advisory Board (ERAB), and was then mandated by PL 96-386, the Magnetic Fusion Energy Engineering Act of 1980. Discusses the rationale and timing of a center; relevant factors in the decision-making process; characteristics of the managing organization for a center; interrelationships among participants; and implementation.
