W. Kenneth Davis of DOE and Louis H. Roddis, Energy Research Advisory Board (ERAB) chair, gave further testimony to the subcommittee on the implications of ERAB's report in light of federal budget cuts that reflect presidential rather than congressional policy. Mr. Davis explained current DOE philosophy on energy research and development (R and D) as an integral component of an economic recovery based on private-sector responsibility and federal support for long-term, high-risk research. The administration's budget reflects an emphasis on large-scale electric generation, breeder reactors, and magnetic fusion, all of which exceed private capability. Mr Roddis described ERAB as an independent committee that used a simple ranking model to assess and reach a consensus on R and D priorities. Committee members challenged specific funding decisions and criteria. Two appendices with questions, answers, and additional material submitted for the record follow the testimony. (DCK)
