Governors explore larger role in nuclear licensing

A task force of state governors is examining what states can do to wield more authority in mitigating financing problems at nuclear power plants. The state role in plant financing is likely to grow in the future, although analysts see an improvement in the general conditions for managing design and construction. Suggested techniques include federal or state certification that a utility has the financial, technical, and managerial skills to undertake a nuclear project. Other options are standardized designs and improved utility forecasts. The task force report, ''State Perspectives on Nuclear Power Plant Financing,'' is available from the National Governors Association.
