Massachusetts unit proposes new cogen cogeneration pacts

The Massachusetts Executive Office of Energy Resources (EOER) proposed a standard contract offer that levels and escalates rates for long-term contracts and a uniform procedure for determining capacity credits in an effort to stimulate cogeneration and small power production. The lack of guidelines and a requirement that potential cogenerators have 100% performance bonds has subverted the intent of the Public Utility Regulatory Policies Act. The capacity credits will be tied to whether the cogenerator meets utility reliability requirements, and based on utility avoided costs. The new proposal separates avoided energy costs from avoided capacity costs, and limits utilities to various energy pricing options while committing small power producers to a specified target production for capacity credits.
