Tight budgets, few grants turn schools to shared savings

Shared savings as a means of financing energy conservation in schools and colleges is gaining increased acceptability across the country. Problems include (1) time dealing with school boards, (2) state laws regarding long-term contracts, and (3) lack of tax benefits. Specific examples of shared savings arrangements are given.
