Peter T. Johnson, Administrator of the Bonneville Power Authority (BPA), and Jack van Mark, Deputy Administrator of the Rural Electrification Administration, testified on the impact of Washington Public Power Supply System's (WPPSS) indebtedness on BPA and Pacific Northwest ratepayers. At issue was the region's need for more generating capacity and the request for a $590 million bond sale on top of the $1.6 billion already in bonds. Johnson defended the WPPSS plan to extend construction of Project 1, while van Mark and his associate discussed the possibility of a legal challenge of the WPPSS contracts with rural cooperatives.
