Part II of the hearing record covers testimony given by Kevin Boland of the General Accounting Office, Peter Johnson of the Bonneville Power Administration (BPA), and Al Williams of the Washington State Senate. At issue was BPA's budget request for fiscal year 1985 which reflects a continuing increase in spending for nuclear projects and a decline in spending for conservation. Operating as both a regional wholesale utility and a federal agency, BPA's budget is of concern because the trends of its rate schedules are a disruptive element because of the failure to implement the Northwest Power Act. An appendix with additional material presented by the Governors' Panel on WPPSS (the Washington Public Power Supply System), BPA, and other follows the testimony.
