Part I of the hearing record covers testimony given by several panels from the Washington Public Power Supply System (WPPSS), financial and bonding institutions, the US Securities and Exchange Commission, and public interest groups favoring conservation. Their testimony focused on the financing arrangement for WPPSS nuclear projects number 4 and 5, which were underwritten at a time when the need for additional construction was questionable. The financial impact of the $26 billion project on the WPPSS region and the subsequent bond default prompted the investigation and steps to bring the financing of the projects under voter control.
