This hearing on the Solar Energy Research Institute (SERI) study, Building a Sustainable Future and the Reagan energy budget, with its 79% cut in energy conservation, noted the cost-effectiveness of conservation relative to subsidies to conventional-energy industries. No comparable studies have been made to justify the administration's program emphasis. DOE officials were asked to respond to allegations of threat made to SERI personnel. Other witnesses included officials from SERI and the physics departments of the Universities of California and Michigan, and Edward Teller of Lawrence Livermore Laboratory.
