Pion inelastic scattering to the low-lying broad 2 sup + in sup 20 Ne

We have observed the broad 2{sup +} member of the {ital K}{sup {pi}}=0{sub 4}{sup +} band of {sup 20}Ne with the {sup 20}Ne({pi}{sup +},{pi}{sup +}{prime}) reaction at {ital T}{sub {pi}}=120 and 180 MeV and with {sup 20}Ne({pi}{sup {minus}},{pi}{sup {minus}}{prime}) at {ital T}{sub {pi}}=180 MeV. We find an excitation energy of 9.00{plus minus}0.18 MeV and a width of 0.8 MeV. The {ital B}({ital E}2{up arrow}) is determined to be approximately 25 to 35 {ital e}{sup 2}fm{sup 4}.
