A hearing on H.R. 2491 brought testimony from population and census experts, environmental groups, the military, and the League of United Latin American Citizens on the country's need for global planning and interagency coordination in the areas of resources and population. Witnesses spoke of the dilemma of population control in developing countries and policies of the Reagan administration which preclude US leadership. Domestic problems arise from population shifts to the Sun Belt, where water resources are a worsening problem. Global problems include widespread hunger and inadequate distribution of resources. The witnesses emphasized the importance of attitudes in developing a helpful foresight capability that will be useful to military planners as well as to environmental and resource planners.
