The Regulatory Reform Act (S. 1080) is a precedent-setting step that will allow Congress to intervene in the operation of all Executive Branch agencies except the Federal Election Commission, the Federal Communications Commission's rules on political broadcasts, the Nuclear Regulatory Commission, and the Federal Reserve Board's monetary rules. It also requires that major regulations pass a cost-benefit analysis. The long-sought reform is designed to increase bureaucratic sensitivity to public opinion by providing for a two-house legislative veto. The pressure of grassroots support pushed the bill through the Senate with little opposition, although the House has not acted on a similar bill (HR. 746). A judicial-review requirement is an important facet of the legislation because it could eliminate duplicative litigation. Support from the US Chamber of Commerce was matched by opposition from Ralph Nader's Congress Watch. (DCK)
