Natural gas rate design: innovative activities in Wisconsin

Wisconsin's efforts in redesigning rates for gas-distribution utilities have aimed at giving consumers the proper price signals and promoting energy conservation. In Wisconsin, the past 3 years have seen a consistent movement away from declining block rates and toward flat commodity rates within a given customer class. The innovative pricing activities have included the application of inverted, benchmark, auction, and flat (with and without a seasonal differential) rates within customer classes over the 1978-81 period. The experience of the Wisconsin programs and the customer responses to them can serve to reduce delays and duplication of efforts elsewhere.
