Wisconsin gas rates hit big users

A shift in rate structures to an inverted declining block that penalizes large users, rewards conservers, and requires annual bidding by interruptible customers has been ordered by the Wisconsin Public Service Commission (PSC). This decision, still pending, could signal a national trend toward marginal-cost pricing. Reduced bills to large users who reduce consumption are designed to stop short of having the utility reimburse customers, while small users will pay for increased consumption and receive no reward for conserving. Annual bidding for interruptible service will set a minimum level for starting bids and provide service priority according to the size of bids. The PSC also requires that advertising stress safety or conservation.
