Federal government and public land policy

The controversy over the use, management, and potential disposition of public lands administered by the Departments of Agriculture and Interior predates the American Revolution. A growing and changing society is placing increasing and conflicting demands on the lands and their resources. This report traces the evolution of environmental policy toward land use and the growing pressures of timber and mineral interests wanting access to the lands. The outlook for the long-range future is clouded by a fresh series of proposals for drastic changes in the management systems, all arising from efficiency concerns and advanced mostly by economists who argue for privatization and a free market approach. The proposals tend to give a low priority to amenity, recreation, wildland, and wildlife values, and all would erode certain rights. The proposals do not meet concepts of equity and preference as traditionally defined by American society. 52 references.
