Amendments to the Clean Water Act (CWA) modified tests for polluters. Several lawsuits dealt with variances, pretreatment standards, enforcement, oil-spill liability, dams as a non-point source, and other aspects of the CWA. New administrative developments under new-source standards deal with storm water runoff, toxic pollutant control, toxicity limits, construction prohibitions, etc. New administrative developments under the Safe Drinking Water Act apply to sole-source aquifers and underground water sources. Several cases interpreted the CWA as preempting federal common law. 378 references. (DCK)
