This Guide discusses the proposed regulations consolidating the procedures which govern issuance of permits under four environmental statutes. The proposed regulations were published in the Federal Register on June 14, 1979. The 5 programs covered by the regulations are: the Hazardous Waste Management Program; the Underground Injection Control Program; the National Discharge Elimination Program; the Dredge or Fill Program; and the Prevention of Significant Deterioration Program.
