These hearings are classical oversight hearings. The hearings focus on the manner in which DOE and EPA discharged their duties and obligations in formulating, considering and, in the case of DOE, issuing the Refiner Tilt Rule. EPA alleges serious errors of fact and analysis which significantly understate the negative environmental consequences of tilt and decontrol. The amendment to the refiner price regulations which restores to refiners the opportunity to allocate to motor gasoline more than a volumetrically proportional, gallon by gallon, amount of increased crude oil and increased refining costs is discussed. Testimony from government officials and gasoline industry officials was heard on the possibility of increased fuel switching due to gasoline deregulation or to increased allocation of costs to gasoline. With the use of leaded gasoline, catalytic converters are rendered useless and air pollution will increase. (MCW)
