The purposes of this book are: (1) to describe the nature of modern technology, the ways it comes into being, its potentials and limitations, and how the technological enterprise is organized and operated by governments and industry; (2) to show how governments seek, individually and collectively, to direct and regulate the uses, impacts, and internaional flows of technology, and the political effects these activities have on various elements of society; and (3) to illustrate the pervasiveness and complexity of international technological interdependence, and the public policy issues it raises, by examples in the areas of trade and investment, national security, and development assistance. Throughout these discussions, the author attempts to identify obstacles to successful policy formulation and other effective responses to recurring problems and to suggest ways of strengthening the capabilities of governments - particularly the US - and of international organizations in dealing with these matters.
