DOE asks marginal-cost pricing for electricity

The DOE has asked utilities to charge all customers on a marginal cost rather than an averaging basis as part of its guidelines on rates for solar energy users and its overall view of encouraging end-use conservation. Industrial users object to the cost-of-service standard, but DOE's response is that average cost pricing undervalues electric power. Under the Public Utility Regulatory Polcy Act (PURPA), DOE will issue generic guidelines for ten other voluntary standards besides cost-of-service. Other solar energy-related guidelines favored master metering. (DCK)
