DOE: marginal cost is gas-pricing goal

A DOE-sponsored Natural Gas Rate Design study is expected to persuade Congress of the need to let marginal-cost pricing bring gas to the same level as imported oil. Industrial users argue for price averaging, but this practice has led to a price discrepancy that is even harder on commercial users and which shelters residential users. Wellhead price controls and rolled-in pipeline pricing are blamed for depressing gas prices. Marginal-cost pricing will encourage conservation and bring the interstate and intrastate markets into a better balance. End-use distributors and pipelines need to introduce inverted rate structures for the DOE proposal to work. (DCK)
