The ORD research plan has several goals: Establish a rationale for EPA's research and assessment program; Develop a strategy for research; Set goals and objectives for the research effort; Outline the necessary project areas; Develop the institutional basis for coordination with national and international research communities; Develop the internal management structure along lines recommended by senior EPA management. To elaborate these goals, a research plan with broad scope is needed.
