Meeting Prudhoe Bay's Arctic challenge: producing crude oil in the Far North presents a host of special problems

The proposed windfall profits tax fails to recognize that special climate and locational problems which hinder oil production at Alaksa's Prudhoe Bay require extraordinary and expensive measures. Sohio looks upon the proposed legislation as a barrier to future investments in this area. A company reporter documents this position with a cost report. Prudhoe Bay's remoteness, difficult climate, delicate ecology, and enormous size mean that nearly all production operations are done differently than in the Lower 48. Unique technical specifications, for example, lengthen equipment manufacturing and testing lead times. The field must supply its own services and energy, the cost of which put unusual financial burdens on the operation. (DCK)
