Here are methods for sizing offshore pipelines

This article explains how to size single and multiphase offshore pipeline systems subject to the following constraints: the fluid pressure at any point in the line should not go below 100 psia, the fluid-mixture velocity should never go above 50 fps anywhere in the system, the fluid pressure should not exceed the maximum temperature-derated operating pressure of 1,400 psia, and the lines must weigh enough in water to counteract their buoyancy forces. Points out that onshore and offshore pipelines differ as to rate of heat transfer, space, repair, weight, and fluid temperature.
