The text is presented for three House bills. H.R. 1570 would establish an emergency response program within the Nuclear Regulatory Commission; H.R. 2683 would amend the Atomic Energy Act of 1954 to improve security procedures; and H.R 3025 would grant the consent of Congress to the Appalachian States Low-Level Radioactive Waste Compact. Testimony was heard from a system emergency planner, a representative to Congress from Louisiana, the director of the Illinois Department of Nuclear Safety, and chairman of the Nuclear Regulatory Commission. Additional materials are included from the American Nuclear Energy Council, the Commonwealth of Massachusetts, the New York Disaster Preparedness Commission, and the US NRC.
