FERC examines transactions, transmission policy

The Federal Energy Regulatory Commission (FERC) is reviewing its policies to see if its regulations are promoting efficiency or are impeding the efficient generation, transmission, and distribution of electricity. They are also seeking alternatives that would enable electricity markets to operate more efficiently. A notice for comments on two alternatives to current FERC pricing policy would either set a ceiling price equal to the buyer's incremental cost or allow any negotiated or market-determined rate if there is sufficient competition. Phase two of the notice of inquiry asks for comments on marginal-cost pricing and the effect that fuel adjustment clauses have on decreasing the incentive for a utility to obtain the lowest cost fuel.
