International nuclear safety concerns. Hearing before the Subcommittee on Energy, Nuclear Proliferation, and Government Processes of the Committee on Governmental Affairs, United States Senate, Ninety-Ninth Congress, Second Session, May 8, 1986
Allan I. Mendelowitz of the General Accounting Office (GAO) and James R. Shea of the Nuclear Regulatory Commission were the principal witnesses at a hearing on international concerns about reactor safety. The hearing focused on the Soviet accident at Chernobyl as a demonstration that safety matters are a legitimate area of international concern. Among the issues under discussion were safety standards and inspection procedures of the International Atomic Energy Agency (IAEA). Estimates developed by the GAO show that developing countries, which lack a strong technical base or nuclear background to handle emergencies, will have half the reactors in the world by the year 2000. Mendelowitz and Shea, together with supporting testimony from others in their agencies described international efforts to improve safeguards.
