Nine witnesses representing states with geothermal resources, the geothermal industry, environmentalists, and the Department of the Interior gave testimony on a bill (S. 1322) which amends the Geothermal Steam Act of 1970 to facilitate the development of geothermal leases by extending the terms and sizes of leases and to introduce buffer zones around protected areas in national parks. Justification for the amendment came from the failure of the original legislation to promote geothermal development. Two appendices with additional responses and material submitted for the record follow the text of S. 1322 and the statements and responses of the witnesses.
