A hearing on two bills (S. 2083 and S. 2300) addressed the problem of how to reduce the health threat of asbestos in school and federal buildings. Five witnesses presented the views of state health departments, school administrators, architects, asbestos abatement contractors, and the Environmental Protection Agency (EPA). Both bills amend the Toxic Substances Control Act to require standards and management plans for the abatement of asbestos risks on the basis of identifiable threshold levels of exposure. Committee members and some witnesses felt that administration budget cuts have slowed the program, but EPA argued that the administration has the same goals as congress, and differs only in strategy and procedures. EPA felt that additional regulations would lead to a loss of flexibility that might worsen the problem, while an emphasis on training and local decision making would be more effective.
