Spin-orbit and exchange effects are separately identified through the measurement of integrated Stokes parameters P{sub 2} and P{sub 3} for the decay radiation from spin-polarized electron impact excited states. The observations are made for the radiations from the transitions 3p{sup {prime}}[(1)/(2)]{sub 1}{r_arrow}3s{sup {prime}}[(1)/(2)]{sub 0} (616.4nm) and 3p[(1)/(2)]{sub 1}{r_arrow} 3s[(3)/(2)]{sub 2} (703.3nm) in neon just above threshold. {copyright} {ital 1997} {ital The American Physical Society}
