The concurrent resolution calls on the president to appoint an emergency commission that would review the power program of the Tennessee Valley Authority (TVA) in terms of its safety program, financing, and rate structure. The resolution is in response to TVA's ambitious nuclear construction program of the 1970s and the subsequent cancellation of construction of eight units for which ratepayers have already invested about $4 billion. At issue were TVA management policies and violations of Nuclear Regulatory Commission regulations. The resolution suggests a nine-member commission to be appointed by the president.
