Information on nuclear weapons testing by the Soviet Union during the 1950's has been declassified and is now available in the National Archives. Highlights of the documents are quoted to support Herbert York's analysis of how Soviet-American strategic arms competition developed. Questions are raised about the development of the first Soviet thermonuclear device, known as Joe-4, and which had a different configuration and lower yield than was thought. Soviet writers do not cite President Truman's 1950 decision to accelerate superbomb development as a stimulus, although a reciprocal influence can be seen for weapons decisions of both countries. The Soviet decisions appear to be in response to internal pressures as well as to American actions. 14 references, 1 table. (DCK)
