This generation has the responsibility and the moral challenge of reducing and eliminating nuclear weapons for future generations, although only American leadership and commitment can control the nuclear arsenals. American presidents since Truman have struggled with the wise use of strength, but President Reagon waited 16 months to make a reduction proposal and weakened the climate for agreements in the process. Underlying the administration's attitudes have been the myths that the arms race and a nuclear war are winnable, that the US is inferior to the Soviet Union in arms, and that we should punish the Soviet Union for its behavior. Five criteria for evaluating arms control proposals should be to enhance mutual security, focus on controlling destabilizing weapons, make significant reductions, be verifiable, and strengthen US security. 45 references.
