Regulators, utility officers, labor leaders, and consumers testified on the breakdown of quality assurance at the Midland, Michigan construction site. Their assessments range from poor recordkeeping to serious safety defects in the design and construction of the two units. John Selby, President and Chief Executive Officer of Consumers Power Co. gave an overview of the project and regulatory problems, specifically the improper compaction of soils in the excavation. A panel of intervenors presenting citizen concerns and requesting remedies was followed by a panel of union officials defending the performance of construction workers.
