Citizen involvement in community energy planning. [Monograph]

Instead of directly providing the poor, elderly, and handicapped with services using outside resources, the new federalism requires a move toward local self-sufficiency in which citizens must engage in local political dialogue and confrontation. The community-development method outlined in this report has four basic components: broad citizen participation, realistic goal formation, locally developed planning and implementation, and evaluation of progress. When applied to energy, the method has three goals: (1) to build coalitions and encourage the poor to participate in energy decision making; (2) to allow citizen participation in planning local energy strategies by applying resource assessment and organizing skills; and (3) to improve the community's energy balance of payments situation through education. This handbook provides guidelines for organizing community resource mobilization and public policy making. 25 references, 1 table.
