Technical Information Outreach Programs for citizens and citizen organizations: a review of program models

Twenty program models are presented that include extensive national field organizations set up to work within communities, state, and regional centers; Federally-supported state programs; local citizen participation efforts; information clearinghouses; and networks of local communities.
