Issuance of PSD (prevention of significant deterioration) permit

An issuance of PSD (prevention of significant deterioration) permit to Alaska Petrochemical Co. (Alpetco) has been announced by the US Environmental Protection Agency. This permit will enable Alpetco to build a refinery and marine loading terminal at Valdez, Alaska, subject to certain conditions, including standards for sulfur dioxide, nitrogen oxides, carbon monoxide, hydrocarbon, and particulate matter emissions from specific sources; refinery throughput not exceeding 150,000 bbl/day crude; and installation of continuous oxygen or carbon monoxide monitoring instruments. This approval will become void if construction does not start within 18 mo from 3/21/80 or if construction is discontinued for 18 mo. A 60 day period (from 4/1/80) is granted in which petitions for review of the approval may be filed.
