An advanced notice of proposed rulemaking on the prevention of significant deterioration (PSD) for hydrocarbons, carbon monoxide, nitrogen oxides, ozone, and lead (PSD Set II) is issued by the US Environmental Protection Agency as mandated by the Clean Air Act. The regulations being considered are a system for emission controls only, which would rely primarily on the requirements for best available control technology (BACT) on major new stationary sources and federal standards for motor vehicle emissions; an area classification system, which would set up limits for allowable air quality degradation an emission density zoning system, which would establish maximum allowable emission limits per unit land area; emissions inventory management system; bubble system; avoidance of co-located hydrocarbon and nitrogen oxide sources; emission fee system; marketable emission permit system; de minimus level alternative, which would eliminate assessments in undeveloped areas; and transportation BACT alternative. Comments must be received by 7/7/80.
