H. R. 2029: This Act may be cited as the Operation Coastal Shield of 1991, introduced in the US House of Representatives, One Hundred Second Congress, First Session, April 23, 1991
This bill was introduced into the US House of Representatives on April 23, 1991 to protect coastal waters, and the waters of the Great Lakes, and to extend the authorizations for the Federal Water Pollution Control Act. Title II-Coastal Water Quality addresses the following: water quality criteria and standards for coastal waters; targeting coastal water quality; coastal discharge criteria; marine sanitation devices; coastal pollution control measures for nonpoint sources; regulations for specific pollutants; and a national estuary program.Title III-Coastal and Great Lakes Contaminated Sediments Remediation program addresses the following: contaminated sediments survey; sediments criteria and standards; sediments remediation; Title IV-Monitoring Coastal Waters addresses the following: National Coastal Water Quality Monitoring Task Force; water quality monitoring strategy; monitoring guidelines; coastal water quality monitoring programs; and compliance and enforcement. Title V-Compliance and Enforcement addresses the following: beneficial mitigation projects; remedies; penalties; federal procurement; federal facility compliance; emergency powers; partial program withdrawal; permit terms and conditions; federal financial assistance; limitations on federal development projects and financial assistance; environmental auditing program; and posting of polluted waters. Title VI-Financing addresses the following: National Coastal Discharge Permit Fee System; discharge fees; general authorizations; and state and local financing.
